Be part of the festival of democracy: Every vote counts! Dr. Rathan U. Kelkar, IAS Chief Electoral Officer, Kerala

Trivandrum / April 7, 2026

A vibrant democracy is best reflected in the manner in which it conducts its elections—ensuring that every citizen can cast their vote freely, without fear or inconvenience. Voting is not merely a right; it is a solemn responsibility that empowers citizens to shape the future of the nation.

The strength of Indian democracy lies in the power of the ballot. Each vote contributes to defining governance and guiding the course of our collective progress. Participating in elections is therefore both a privilege and a duty we owe to our country.

In line with the directions of the Election Commission of India, Kerala has undertaken extensive, voter-centric preparations to ensure that the electoral process is transparent, seamless, and citizen-friendly. As the state goes to the polls on April 9, all arrangements are in place to celebrate this democratic exercise with efficiency, inclusiveness, and innovation.

Innovations for a Transparent Process

This election introduces nearly 30 new initiatives aimed at enhancing transparency and convenience. A single-window digital platform now integrates over 40 applications and websites, making services easily accessible to voters and political stakeholders alike.

To further strengthen transparency, 100% webcasting will be implemented across polling stations. In addition, the number of voters per booth has been capped at 1,200 to ensure better crowd management and a smoother voting experience along with mobile phone deposit facilities.

Leveraging Training and Technology

Technology plays a central role in this election. Election officials have been trained through the digital platform eVidya, enabling flexible and accessible learning alongside conventional training methods. These efforts are geared towards ensuring a highly efficient electoral workforce.

The overarching goal is to achieve a voter turnout exceeding 85%, reflecting the success of coordinated efforts across the state to encourage maximum participation.

Polling stations have been equipped with essential amenities such as drinking water, seating, shade, and ramps to ensure accessibility for all. Each constituency also features model polling stations showcasing local art and cultural heritage.

A notable highlight is the establishment of over a 350 pink booths, managed entirely by women, symbolising empowerment and inclusivity. Every polling station has been thoughtfully prepared to transform voting into a true festival of democracy.

Encouraging First-Time Voters

Special efforts have been made to engage young voters. Out of Kerala’s 2.71 crore electorate, 4.6 lakh are first-time voters. To welcome them, the first 200 such voters at designated booths in each district will receive a complimentary halwa.

In districts like Thiruvananthapuram and Ernakulam, transportation barriers have been addressed through free travel arrangements in collaboration with ride-hailing services, ensuring that every eligible voter can reach the polling station with ease.

Inclusive Voting: Reaching Every Citizen

Inclusivity remains a cornerstone of these elections. Home voting facilities have been provided for citizens above 85 years of age and for persons with disabilities, with over two lakh voters already availing this option.

Comprehensive arrangements are also in place for postal voting by election duty staff and personnel in essential services, ensuring that no eligible voter is left out.

Ensuring Security and Swift Redressal

Robust security measures have been deployed to ensure free and fair elections. Static Surveillance Teams are active across the state, and Central Armed Police Forces will be stationed at sensitive polling locations.

Complaints related to violations of the Model Code of Conduct can be reported through the cVIGIL app, with assured action within 60 minutes. A 24×7 helpline (1950) is available for voter assistance, while dedicated cyber cells are actively monitoring misinformation on digital platforms.

Green Elections: A Commitment to Sustainability

Kerala is committed to conducting elections in an environmentally responsible manner. A strict green protocol is being followed, and political parties as well as citizens are encouraged to avoid the use of plastics and support eco-friendly practices.

Following a Special intensive revision, the electoral roll now comprises 2,71,06,059 voters. This achievement reflects the dedicated efforts of District Collectors, Booth Level Officers, and numerous field officials.

I warmly invite every voter to exercise their franchise on April 9.

Democracy derives its true strength not merely from institutions, but from the active participation of its people. The right to vote is one of the most powerful tools in the hands of citizens—one that shapes the destiny of a nation.

Let us vote and strengthen democracy.
